They provide you with the website to find the client and the tools to apply for the job. They are asking for this money because of the work that they have already done for you. The same goes for proofreading, web design, link building and other types of job sites. This is not paying for a job but paying for information. You still need to be very careful but you may find a good job in such a way. Ensure you check out the reputation of the site first.
