Getting funds requires an application process but one can also look at presenting a letter to fund organizations before the application process begins.
The letter can be a reference to those actors and artists that have inspired you while you were growing up. If the person has had a study handicap, which has kept him from completing his schooling but yet has persisted that can be referred to. The person can refer to other more serious conditions, which limited them from getting into film school.
There can be a reference to what the movie environment instilled as far as having awakened your creative abilities. If you had physical limitations, refer to the fact that people would not have believed you because of them.
